Biography

Dr. Maddox is Professor and Chair of the Department of Health Administration and Policy at George Mason University. She is a nurse with a distinguished career in health services administration, health policy analysis and health services research. Dr. Maddox's academic and research interests range from health reform to understanding the impact of financing arrangements and delivery systems on health care quality and access, to health workforce planning.  She is a recognized expert in health systems management, health reform policy and health services research.   

Dr. Maddox came to George Mason University in 1995 from the National Institutes of Health.  At Mason she developed the graduate programs in health administration and policy and established the health services research program in the Center for Health Policy, Research & Ethics where she served as its Director. At the Clinical Center of the National Institutes of Health, Bethesda, MD, she served as a Clinical Center Deputy Director.  Prior to NIH, she has held management and academic teaching appointments in a variety of universities and academic medical centers throughout the US (Saint Mary's Hospital, Reno, NV, Peter Bent Brigham Hospital, Boston, MA, University of California Medical Center, San Francisco, CA, and INOVA Fairfax Hospital, Fairfax, VA).  

She is the recipient of numerous professional awards and serves on philanthropic boards and service organizations concerned with community and international health.  She is recognized by Modern Healthcare among the Top Health Administration Faculty in the US and is a member of the Governor's Virginia Health Reform Implementation commission. She is the author of numerous textbook chapters, articles and papers on policy, technology and ethics in health management and applied health services research.  

As a researcher Dr. Maddox's work has involved the evaluation of state telehealth programs, testing a proposed federal program funding allocation methodologies, evaluating state Medicaid program outcomes, and health workforce planning.  Other funded research and program development projects include federally funded state planning grants to expand health insurance coverage and developing RN and MD supply and demand models for state-level workforce planning and state and county public health planning. Internationally, she has worked with various entities in PAHO and Middle East Gulf Coast countries to develop regulatory standards for health professions education and practice.  Her current research involves conducting community health status assessments, a Community Transformation Grant for public health improvement in Fairfax County and working with state and county entities to conduct health reform implementation impact analyses.
